Is there a way to compile an exe program without using an exe program that has been already created to do so?

I would like to know if there is a way to create a program without using a program that isn't shipped with Windows Vista Home Premium. I want to use a program that is a very basic text editor like Notepad or Wordpad. If you can only do this using a program other than a simple text editor, is there a free program that can do this that is by Microsoft Corporation? I already know about Visual Basic and Visual C++ but is there one that is completely free by Microsoft. I am a person that likes to program completely by myself without the use of easy tools to guide me through it. I like to have flexibility with my work and would prefer to program just by typing. I build my websites completely by myself using a simple text editor. That's what I am looking forward to doing with building programs too. I don't like to drag and drop as much as I like to type code.

If you want simple, use Notepad as your editor and gcc (which you'll have to download) as your compiler. But there's no way to compile a program without a compiler, and Microsoft has never shipped a compiler with an operating system.

Reply:The answer would be "there are no programming tools included with Windows Vista" (that I know of).
